Help>No Object Actions Panel

I have rt-clicked my button symbol then chose Actions;
I have chose Modify>Instance;
I have clicked on the arrow icon on lower right-side;
and I have dbl-clicked the button's DOWN frame... but the Object Actions Panel does NOT appear. HELP!!!

What would you like this button to do when it is clicked on, rolled over, or pressed?
