Registration?

Well, it's been some months since I've used Flash, and before I was using CS3, now I'm using CS4. That little dot on a (graphic, button, movie clip) is registration? And it also changes where the "center" on the clip is (like if you center align, it aligns that dot). Sometimes I can just drag it, other times I can't. Is there any way to easily change it? Also what does that sort of double + do/for?

Try right click; Free transform. Should give you the dot back. Sometimes it stays there. Sometimes you have to do the free transform over and over again.
