That's because in your httpd.conf, you only have it set to Listen 80.. normal behavior. Why do you want it on port 81?
Don't change it on the server level, leave your server on port 80. Instead, go to your router and forward port # to port 80 on your local IP.
Try making the port some arbitrary value like 4837, just to check for that. Then try checking firewalls and such.
Additionally, check your ports.conf if you're on Linux.
I'm using apache php on a windows 2003 server with iss. I had to change the port for php to 81. When i connect to the server the adress is:
myserver:81\somephp.php ( server:port\ )
