    it all depends on the trends, and loads of basics. i'd suggest learning css dude
    loads of design sites out there, and color sites, like Colourlovers

    its really great to see a lot of color combinations and also a very good guide to the color schemes.

    Also www.w3schools.com/ is a very useful link.

    The "guru" in some circles for usability is Jakob Nielsen. Alternatively, just use LOTS of commonsense.
    There are also lots of good books out there for "non-designers".

    I would advise learning css, as it is very useful, and clean for coding ( normally )
