Does anyone know if bevel, emboss effect can be done within flash?

no, you're better to create the effect in photoshop or a similar program and import it into flash. The only way would to do it manually, and stiching together the different gradients and what not, but you might as well photoshop it and save yourself like an hour and get a better end result too.

One more question... if I create the art work from PS, would there be a concern in the size of final swf file? Let's say my site needs a banner 780 x 150 (for a 800x600 display), would it cause the swf to become larger?

In file size, because if it is done in flash it stays Vector. Things done in PS would export out as a rastor image, which has bigger file size (generally).

to be honest neo, thats not a very convincing bevel, i would be better done in PS and with more control.
but i guess for the people who think a flash site has to be done entirely in flash with no outside graphics that would be a plus.

I could snap a picture of a real life bevel to outmatch Photoshop's digital bevel. Same idea here. You do what you can in the smallest number of tools, then you expand when you have no choice.
Don't expect Flash to have the effects power of Photoshop.

wft? are you high? i'm kind of confused by what you meant by this?
a real life bevel like a framing bevel or what because of course that will be more realistic, i dont understand what you mean because you're not supporting your flash bevel, just trying to discredit a more controlable PS bevel?
either way you did not discredit the PS being a more effective bevel than Flash, so are you saying that you could snap a picture of a real life bevel to outmatch photoshop's digital bevel, that outmatches your flash pseudo bevel?

i think what he was trying to say is you do with the tools you have. if you want to keep file size down but still have a bevel, you can semi-duplicate it in flash using his technique. if you want to pump image size up, then sure u can use a bevel from photoshop.
as in photoshop, u can use the cheesy bevel filters, or u can take a pic of something already beveled and use that.

I think he was just saying that he could take a photo of a bevel (On some terrain or whatever) and it would beat photoshop..
Flash Bevel < Photoshop Bevel < Real life Bevel.
At least I think thats what he was getting at..
