3 Framesets

Ive been working in dreaweaver,im familiar with framesets, but i dont know why i cant get this one to work properley!

Im trying to create a similar look to this:

He has used 3 framesets.
Now when i do mine, and the window is maximised its cool, looks good, but once i minimise mine, it doesnt centre itself.
When you minimise crucial limit, it centres itself!!

Ive checked the frames, they are both "relative".

Do you know what im doing wrong?

Put your content in the frame in a table.

Have that tables width be 100%

Center the table and the table cell you put your things in.

The whole table will then strectch across the whole page and your contents should center.
