Buy a descent microphone and plug it into your computer :)

shure sells a cheaper line that are probably pretty decent. find a room without too much background noise (but nice sound quality) and record in there. Isolate yourself from your cpu's fan etc, but you'll gain noise the longer your cord is (so don't you too long of a cord). oh. also. use a decent cord. don't talk to close/far from the mic either.

Adobe Audition has a background noise reduction feature, it works pretty well. You can record on Audition aswel :)
You can download a free trial from Adobe's website.

put a dress sock or a cotton ankle sock over the microphone - that will eliminate almost all the hiss - it takes out the sssp in your voice and cuts down on white noise -
then find an audio program like adobe audition where you can do "noise reduction" and "hiss removal" operations on the sound file...
but the cheap effective way is to use the sock over the mic.
you can get almost noiseless recording from a $20 mic.

Oh you pathetic noobs. Download this free software called Goldwave. Record, and then run a filter called Noise Reduction. (This removes all the static)
Viola. Instant, clear quality sound.

cellphone: mess with the EQ. try boosting around 2k. a lot.
recording tricks: get a pencil and tape it across the mic also helps divert the windflow for those plosives (p's popping). or make a filter with a pair of panty hose and a wire coat hanger-- about 6 inches away from the mic (and you speak 6 inches further yet).

idk about adobe premiere - it might -
as far as sound loops
Fruityloops
and
Reason 2.5 (i think they are about to release 3)
all you ever need -
some small little loops i did for this mock portfolio site using reason 2.5 can be found here:

*player is at the bottom right...
that's just the easy easy easy stuff - reason 2.5 is like pro quality - well worth the price :)

soundforge is excellent for editting audio. i use acid pro for throwing loops together. buzz is a bit outdated, but i use it for experimental stuff. also reaktor is sweet, if you want to build a synth from scratch. but that's getting off topic.

Make sure the place you record your voice in is absolutely quiet, most of the noise can be eliminated prior to recording =)
(why do you think recording studios look so star-trek like ???)
