Fog Effect

When you turn on a PS2, near the bottom is a moving blue fog. How do you create something like that? I want to use it on my website, maybe using actionscript, but I'll settle for any good ideas.

You can draw something transparent and move it randomly.
For example five transparent movie clip can be like fog.
But I am not sure...
