universal "iframe" tye scroller ?

Hi there, I'm pretty noob when it comes to css and divs., how could I create a iframe scroller type compatible with all browsers ?
some people told me to use "divs", but I don't know exactly how as I have problems loading php on a iframe.
I was also wondering how could I develop a "scroller" similar to the one in " www.kiiroi.nu (http://www.kiiroi.nu) "
