well im on broadband so pretty quick. Try using a program like NetLimiter. It slows down your connection to simulate slower connect speeds.

yep... it's ff, just tried in ie and I wouldn't even be able to tell that there was a preloader :D

Im on firefox and i can see nothing.
Why are you asking for dial up users to test it if its only 13kb?
And the limit of 15kb include any external content loaded into your footer.

I already determined that it will load quickly no matter what internet connection is being used... you're right, it's a small file.
