arcade style pixel pictures

everywhere on the internet I seem to run into theese pixel arcade kinda pictures.... i was wondering if there is a certain way to draw theese... and if any of you guys could tell me :)

i think u have to draw it all from a 1 pixel sized brush and just use different colours to make shades etc

first thing you need to know about drawing pixelpictures:
the people who have the knowledge prefer to read normal letters.
and with normal, i mean:
no 1337
no CAPSLOCK
no exaggeration of the features bold and color <---hint
