It's funny to always read subject lines like this! As so often there are many different ways to archieve such scrolling and describing such could fill a book. Maybe you are looking for a tutorial. But I have no exact tutorial to explain this. What helps is a good basis of a scrolling engine and one of the fastest flash-made I've saw so far is the Tile/Object based scrollingDemo from Strille ... http://www.strille.net/tutorials/part1_scrolling.html
This is something that can be taken as a basis to build a game around but of course it should be modified to fit the needs of the game.

Metal Slug Rocks! I got a mame emulator and i can play it on me PC. hehehehe. love that game
