It all really depends on what you mean by "best". In my view, the best book should incoporate explanations with insight detail, covering most if not all topics with good illustrations and language that is easy to understand whilst also on the technical side.
So my reccomendations are:
Name: ActionScript for Flash MX: The Definitive Guide *
Edition: 2nd
Author: Colin Moock
ISBN: 059600396X
Name: Flash to the Core *
Author: Joshua Davis
ISBN: 0735712883
Name: Macromedia Flash MX ActionScripting: Advanced Training from the Source *
Author: Derek Franklin, Jobe Makar
ISBN: 0201770229
Name: Macromedia Flash Mx Designer's Actionscript Reference *
Author: John Davey
ISBN: 1590591658
These are the main ones i know are good but there are plenty of others such as friends of ed. Check this list and see if you like them first before purchasing.
Thankyou come again :)

Minimalistik has listed good ones - I found Macromedia Flash Mx Designer's Actionscript Reference especially useful and Flash MX game design demystified (new version has just been released for 2004).
