actionscript menu help

I'm trying to learn how to actionscript a menu for my site I can do basic things but I want to how to do something like this..www.sintax321 (http://www.sintax321.com/minimal.html)
Which I am presuming is done via actionscript...
So does anyone know how to do this kind of menu or can someone point me to a tutorial.
