Panel effects empty (Tried doing what was suggested)

Hello everyone,
I tried everything that was suggested in your replies.
But still nothing worked, I should have been more clear in my question.
This is what I am trying to accomplish in detail.

1) I imported a jpg file (an image) on to the stage.

2) Highlighted it, and then tried to apply fade effect on to the image. When I opened the effects panel, having my image highlighted, the panel came up empty.

There are no effects in the panel.
Please help.

Read my other post : you have to concert it into a symbol first (clip or graphic). Press F8 or Insert > Convert to symbol.
It works, I tried it.

Finally with this last reply I was able accomplish what I was trying to do.
