It is a comon and now over used technique called pixel streaching.
- load your image into photoshop
- in your tools go to the marquee tools and get the single coloum selection( it is the one that runs vertical)
- make selection on your image, look for a spot that has a lot of color
- once you have your selection made hit ctrl-t to bring up the tansform bounding box
- grab the side adjust handles and pull the selection to the left and right across the screen.
That should do it.

-load our picture into Photoshop
-go into your Filters on the menu bar
-go to your blur filters and select motion blur
-Set your angle to 0 or which ever angle you wish the lines to run
-drag your distance out to 999 and click ok
That should give you what you want.
Ilikepie every one is at diffrent skill levels and not every one knows exactly where all the functions of Photoshop are. Even if it seems like something comon to you it might not be to the person asking the question. If you can't help why post.
