does anyone know how to make this effect using adobe photoshop..

yup try halftone and/or halftone pattern (two different filters) and play around with colors

those are called 'techno dots'... do a google search on them

uh....they are called halftone. And it is a form of shading. Or coloring to say. But I guess a nick name for them could be techno dots.

yeah about the techno dots i did have a filter back then -- but i'd guess you could work it around with halftone patterns
