Real time web based software needed for major car dealer/repair company.

I am in the process of approving a software development budget with the company i work for to develop a web based real time app to track all the vehicles in the lot and in the shop. I have a good amount of experience in the IT field and have a basic layout of the beta v1 and how to do it, not going to be able to complete it alone while fulfilling my other job duties. I was looking to recruit a couple experts to get on payroll and hook up a working beta.
