Hey I found this picture in goolge of a highway in a really cool effect. the thing is that i want to use it for a layout and some logos, sticker bla bla bla.... in the picture i am adding some glowing text and some other info.. my question is .
can i use this picture if i add some other work to it?? or is it illegal??? i mean since its a stock image i dont think it would be a problem besides i am changing some suttf.

Sorry, snaxs - if you used it, you would be infringing the original copyright.
Even if you add some text, you are still getting the benefit of someone else's work, that you have neither executed nor composed.
Far safer is to use the image, add what you want to add, then have a statement such as "©2003 snaxs, from an original work by {artist_name}". This will then cover you should the original artist sees the work.
However, if you were to make a lot of money from the work (and thus it was well known) you can expect the original artist to be asking for a sizeable percentage of your takings...

also, you should probably email the person to ask if you can use it... this is an even safer way IMO because if they say no then it's obvious you can't, but if they let you, then you can do what you want!
i've found that when i explain what i'm doing, people are generally fine with me using loops or pics... especially since all my stuff is non-commercial
