Is YuGioh that Egyptian-ish anime-ish cartoon in which they play a game on a grid with cards to be able to move/attack etc, which I sleep through every other weekend? Also, isn't the board dynamiccaly created by throwing cards as boardsquares?
First question: how much of actionscript (2 or 3?) do you know? After that we can point you to some tutorials that will learn you something specific. Although that dynamic board is a hard one to implement if there is no limit in boardsize.

Why not just play the one thats already out?
Plus it will save you spending months learning Flash, programming 101, Actionscript, content creation, etc. Not to mention the fact that it would take a long time to do if you wanted to have it be decent.

Umm, I don't know almost anything about that game or anime, that is why I have been kinda avoiding this topic. but from the other posts it seems some sort of card game(again, I am really bad at card games). My suggestion would be to plan out the gameplay on a piece of paper...start with what the player will see on screen when the game begins, how he interacts with the game, e.t.c. Once you have the doc ready, it will be time to tackle each element at a time, and then we should be able to help you a bit(atleast chances of me helping you, go higher if I know what the hell you are trying to make)

Well game programming isn't very easy and takes time to learn....so get yourself this book: http://www.amazon.com/ActionScript-3-0-Game-Programming-University/dp/0789737027
it has a memory game tutorial, which will show you the basics of making your card game. Besides that, if you read it and understand it, all the info you need to make your game is in there.

Oh please, you come here asking someone to do everything for you, and then when they direct you to actual resources you say that people around here dont know anything?
Get a grip please.

Well Valaran, he's right. I thought of making a card game which would spawn monsters on a grid to duke it out a couple of months ago. I decided it was quite out of my leaugue and explored other game designs. I can't begin to phantom how someone without any knowledge of programming would be able to, let alone advise someone else int that situation.
So in short, we totally do suck.

Well, what I reacted on was his wording, his asking to make this "simple card trading game", and when directed to helpful resources, he disregards it. He even openly admitted that he doesnt know anything about the actual language.
Whats ticking me off is that he came here, without any effort placed into any of it, asking someone to do everything for him. And when nobody replies with anything concrete, he just strikes it off as if everyone here is clueless.
Which is certainly not true. And if you're saying you agree with him, Im stumbled...
End of rant.

You're right, let's not turn this into a flame war. What I (and probably Valaran too), had trouble with, is that we offer free help in our free time and we get this reaction:
ok i think nobody here nows squat in how to make a simpel trade card game like yugioh in to a flashgame for beginners.
good to know!!
Which totally translated to: "you know squat, thanks for nothing", for me.
Now that I've vented that, moving more back ontopic
You say a game "like YuGiOh", but that's not very specific, so you can't expect specific help. I know you posted a link to a wiki-page on it, but I don't really want to read through that entire page, just to help you. This is still my spare time. From what I understand though, you want to make somekind of trading card game, like Magic.
But to start, you say that you don't have any programming skill yet. That makes a TCG realllly hard. I suggest you look at tutorials of a card game using a regular deck like poker etc, as these have less rules, but still move towards your goal of creating a TCG.
At the moment, I don't think any of us can offer you better advise than that, start low and work your way up, as you need to learn programming alongside creating a Flash TCG. Mind you, with no prior programming knowledge this is a pretty ambitious goal, as this will probably take more than half a year to reach. Learning to create games is hard and fun, learning to program is just hard.

Making the AI for a game like Yugioh would take at least 3 months of planning even for those who know what they are doing.
Yugioh would be an example of one of the hardest card games you could ever try to make.
You have to make general Artificial intelligence for the computer, and that is really hard to do.
(I happen to know a lot about Yugioh by the way)
I've got the code for a basic Object Oriented black jack card game that you may look over; but just looking over it, or copy pasting from it will not help you, you have to actually learn and comprehend what you are doing.
If you just wanted to make your own Yugioh game for fun, I can assure you that it won't be any fun making or playing such a game.
There are free pc Yugioh games you can download, you just have to search hard.
If you seriously want to get into programming, save your money... for the book.
