This belongs in the Server-Side/Scripting section since it has absolutely nothing to do with Flash.

And there is no difference between .htm and .html aside from the length of the extension. It is basically personal prefence on which one you use.

Basically the *.htm extension was used for earlier operating systems, that did not support the long file names, you should remember the old Windows 3.1 etc.

I would recommend sticking with the later *.html extension, as most people tend to stick with this, but like what was said there is not real difference. HTML was the way it was originally intended.
