File help

im thinking of a pretty interesting program to make but first i need to know how to save (or at least acess) image files and tell what color every pixels is, and it needs to be exact, and also if i can save those its a bonus

is there any way to do that wothout PHP? cause im kinda broke and dont know where to find fee PHP servers

oh and the flash should be able to save files as well, but if it cant thats ok
