Well, this is from the Twilight Eclipse movie poster. How to get that effect in photoshop?

It's a movie poster, it's full of effects.

Unfortunately Photoshop does not possess the ability to attract mindless middle aged and prepubescent ladies to a plot lacking suck fest. Try using GIMP.

colors in the images: mess with the curves, levels, and vibrance. it'll take practice to get it all just right. you want to add plenty of blue to the shadows, up the contrast (I like using levels for this, more control), then down the vibrance a bit.
smoke: use a stock photo or brush or paint it yourself. you've gotta mask out the people to get the smoke in the bg. and just paint it on top for the foreground
text: they're fonts. the title has a duplicate layer underneath with a red glow effect that is erased out of some parts.

This can be done in photoshop without any problems. Just get the lace and the rack, clean it and copy/paste it on a new blank sheet but save it without a background so it remains transparent.
