illuminating strips of lines

Sorry for the crap title, but I don't know how to describe this.

Thats an example of what I want to do, if you pay close attention to the hands they become highlighted, but only in a small strip, and it travelles down the hand.

I actually bought that template and was going to edit it, but it's made with flash mx, and I have flash 5.

I've downloaded the trial and see that the whole background in one solid colour, the hands, menu and all.

well that's probably done with masking and if you can't see any anymations or anything there that could have that effect then it's probably done with actionscript...

then I would ask the people who sold you the template. They should be able to answer very quickly, since they made the fla.
