Design question

I need to know how to give access to users to download an .mpeg file from my website. How is this done?

or stream it :)

put a link to the file itself, as opposed to embedding it into a webpage... then instruct the user to right click on the link, and choose, "save target as.."

I dont think so since most people have their media player to kick on when their system encounters a media file
