does any1 know or have done any 'scratch and win' type of game in flash?

No, but it shouldn't be too hard.

Make MC with, say, 4 different symbols (one in each frame).

Put 4 of these MCs on the stage.

onLoad tell each MC to go to a random frame.

Cover each MC with a sticky button that disappears when you click it.

Use AS to see if 2 or 3 (whatever you want) of the frame numbers match (in a row). It's like a slot machine with blinders.

Maybe he wants to be able to scratch it off, cause that's fun :p

for interactive scratching, try drawing to a mask (see the "eraser" thread perhaps).

for easy scratching, make the blinders actual MCs that have different amounts scratched off in each frame, then when they click, it advances one frame and shows a little more.
