i don't see anything there that couldn't be done in PS, and as far as i can see there's no reason to do it in 3d, so yeah, probably :)

Done using brush with linear dodge or even simple white brush, it does not look to me he even used any layer options for the metal (like bevel&emboss) except for the shadow -

Looks pretty hard to me... But I am a rookie...:b:

I want to create a navbar similar to this....

I guess I will play around and try to get the effects.

Do you all think this was done without filters?

yeah definately without. Although I would use gare filter to get that over exposed look. A bunch of cleverly placed gradients and maybe some hue saturation will get this.....and dont forget your layer blends.
