Floating Effect

Is there anybody who could help me make a movie clip or text look like it is floating? Is it done with motion tweening or actionscripting?

Im envisioning a balloon filled with helium, that has just been let go... it kinda hovers/bounces until it is just there and then.. moves slightly in a particular direction...

i produced something like this using Math.sin() and Math.cos() it kind of gave the impression that the balloon was floating. I can probably make a file, but not until next week...
