Photoshop CS3 - Reducing the noise and blur...

I am wondering if there is a way to reduce the noise/blur, when resizing/enlarging an image/photo in Photoshop CS3? It would be very handy to know. Thanks in advance.

One thing you can look at are the interpolation methods... i think in the preferences you should be able to choose between a bunch such as "bicubic sharper", they will all use different algorithms to work the image. You can find descriptions somewhere online about which is best for each purpose, such as upscaling images.
I don't think you'll find amazing differences but it may help some.
