Scrollbar that eases content into place on release

Here is my dilemma. On my site I want to scroll image boxes vertically. On releasing the scrollbar is there anyway to make the content being scrolled ease into a specified position so that it aligns with other elements on the site instead of stopping at a random coordinate?
