It looks like it's in the process of being updated. You'll notice that some of the later tutorials have not been updated yet, and just link back to the first one.

Man thats a great tutorial... hes only up to step 11 of the as3 version. Does anyone know of any other good resources for top down game engines in flash?

Tonypa's tutorials written in as2 are more comprehensive than the (incomplete) as3 tutorials. If you want to keep going with it, I suggest you look over the as2 tutorials and apply the concepts to as3. The only real difference between the two is how he renders - the as2 tutorials use MovieClips, while the as3 tutorials use BitmapData. The real meat of the series is the concepts, though.
