Actionscript and Animation

I am trying to do a vertical scroll bar much like the horizontal scroll bar found at www.gsk.com. It moves when you hover. My problem is I don't know how to make it scroll backwards and stuff. Does anyone have any good suggestions for me?

second question: do you know how to add action script to the outside of movie clips as in the case of onClipEvent()?
