CSS+HTML GUI/Editor for dummies?

Is there a CSS editor that just lets you edit a page with formatting buttons etc as if you're in MS Word, or MS Frontpage HTML editor, and then automagically make the CSS and HTML file for you?
I am trying to give it to a client so he can make his own CSS pages easily.
