From what I've heard from my friend who does asp at work, the guys at his work can do a lot more, a lot more quickly with PHP. I've only had experience with PHP, if I ever get stuck with anything I can just google it and somebody somewhere will have written what I'm trying to do for me.... But as I say, I've never looked at, or thought about learning ASP, so maybe ASP has the same kind of level of support / power that PHP does..

Depends if you are talking about ASP or ASP.NET
ASP.NET is very powerful and quick to develop for, however it's not free (although the Express Editions of Visual Studio are now so you can try it out! I'd read the licence agreement though just in case) and it only runs on Windows machines (i.e. you can run PHP on windows/linux etc)
Plain ASP is frankly quite rubbish! I'd stick with ASP.NET if you want a shallow learning curve with a lot of flexibility and a lot of inbuilt functionality.
Stick with PHP if...well you hate Microsoft or love PHP! It's just as productive with the right tools!

Well if you are a beginner you can get started easily with Visual Studio Express Web Developer edition, PHP doesn't come with a spanky IDE out of the box.
If you don't like it then try PHP but it requires a little more programming experience and a bit more reading up
