so when I create Flash file (actionscript 3) :

and make button with sound when I over and down

The problem is Why I hear 2 sound when I down I hear the over sound Why see it :

But when I create Flash file (actionscript 2):

If you are using actionscript to play this sound you talk about, then you must know that actionscript 2.0 and actionscript 3.0 are not the same.
