actions not allowed on buttons??

i am working on a site in flash with buttons for navigation, but it won't let me add actions to the buttons to tell it where to navigate to. i've tried them as movie clips, buttons, and graphics. when i highlight the button/graphic/movieclip it says "the current selection cannot have actions applied to it." anyone know what could be wrong here?

i know some one has to have a clue about this question. i can't figure it out. any help is appreciated!

Your probably in AS3. Make your project an AS2/AS1 project.

but now, is there any way to convert my file to AS2 instead of starting it all over?
(sorry if i'm asking dumb questions, i'm a newb)
