Yep :) I *think* you can use Microangelo (link (http://www.microangelo.us/)) for that, but I'm not sure if that program can convert GIF to ICO. Although it should =)

yes it is an icon file (Do'h!) I've done this before with a few apps.
Go into paint, create your icon (or open your gif file). Ensure it is a good size (E.G. 32x32px). Then simply save your file as filename.ico (replace 'filename' with whatever you like ;) ) I'm sure that works, but then again it has been a while since i've done it, so i may have remembered wrong........

You can also save it as a .bmp and the rename it to a .ico!

Yea but if you want to be super cool and make .icos with transparent backgrounds then you need Microangelo. With that software you can also create cursor files.
