Clouds into Text

Hello. Im trying to make a banner. In the banner i want clouds to appear and from the clouds to come out the text, or maybe for some of the clouds to convert into the text. I want to do it in a way that doesnt look cheap, can somebody help me? thanks

No easy way... Start your frame by frame for best quality...

U could use shape tweens but... that looks "cheap"...

You do know how to use shape tweens right?

Hey. I know how to do a shape tween, but as u said it looks cheap. What do u mean by frame by frame?!
