I'm currently making a spaceship game and I need some basic sounds to go with it. Where is the best place to find .wav sound files, preferably free, also is there some type of program that will allow me to splice up and extract certain parts of a .wav file. For example, I want to play only the end of a song or .wave file. What program would I use for this?

You could get some free SFX from FlashKit (http://www.flashkit.com/), there are also some royalty free SFX that you pay for at SoundRangers (http://soundrangers.com/).
As far as a sound editing program. You could use Sony SoundForge 9 (http://www.sonycreativesoftware.com/soundforge), or Adobe SoundBooth CS3 (http://www.adobe.com/products/soundbooth/) to edit the sound files individually, or Adobe Audition 3 (http://www.adobe.com/products/audition/) for laying audio tracks and mixing.
