Fullscreen browser scrollbar

Fullscreen browser scrollbar, is that the name for them? basically a scrollbar on the right hand side of the browser window that moves the content up and down if its longer than a full page
Can someone please direct me to a link or tutorial about how to build one? Ive seen them used but have not seen any documentation about how they are produced
