this problem is probably the wierdest i have faced while i was working on my rpg, i would like to have a map scrolling above my scrolling map which makes very little sence when i try and explain it but basicly i would like to have my character underneath things like tree's and bridges, but the code i am using for scrolling means my character is always above the background layer, is there anyway somebody could give me an example or an idea of how to get this effect
thanks in advance

Flash has a very detailed help function. You can press F1, or go to Help in the menu. Easy. There's even examples for many, many situations.

You should first look here: http://www.adobe.com/support/flash/action_scripts/actionscript_dictionary/
Because almost everything is listed there and it's very well explained.
