I've heard claims that there are some 3rd-party Flash content creation solutions that take less time to compile the SWF, but I'm not sure if that also applies to CS3.
What sort of content are you creating? If it is purely ActionScript, then you could probably use Flex and mxmlc (or asc if that can be invoked independently). If you're using library assets or the timeline, then you'll probably have to stick with the Flash IDE. Do you have a bunch of unused assets in your library? I believe that they can cause some amount of lag while compiling, though I have never run into that issue myself.
How long is it taking Flash to publish things?
You really shouldn't post a thread in more than once place, since the people who usually answer questions will usually look in more than one forum, see that you've posted twice, become discouraged because you've posted more than one of the same thread, and then refrain from posting a reply.
