Setting custom desktop icons.

I have saved some custom icon pictures to my hardrive but they need to be icon files in order to use them. At least they do when I right click the shortcut and go to properties - shortcut (tab) - change icon.

How do I set images as desktop icons? Or alternatively convert the images to icon files?

EDIT - It only seems to convert from a .ico to an image. Can it do it the other way?
