scale down a website?

Anyone know how i can scale down a website? ie, scale it from a 1280x854 to 1024x768 and it be just as good quality! it can't distort!

I have tried to just embed it in a html file and drop the size down, but that distorts my images.

suggestions are much appreciated!

anyone got any idea?
iv been trawling the net and i can't find owt. The nearest i have is scaling the move in the publish settings, but thats no good!
