Character Problem on Dynamic Content

Here is my problem;

I am readind this text from an XML file. And it does not show Ş, as you can see from the image, properly.

When I edited this text as a static text in Flash it shows the Turkish characters good.

How can I solve this problem?

I have already used

System.useCodepage = true;

and Embed>All
