Bizarre Form Freeze! Help needed.

I was making the homepage for a possible application that's half done. When I try to make a form, the textbox "freezes", or disables users typing in. This is on Safari and Camino. The form is legal XHTML strict. If I try to paste it at the top of the document, it works fine. See the right column for what I'm talking about

On that same right column, CSS rollover effects for above the bluething aren't working.

Does anybody have any idea what the world of carmen sandiego is going on?

I've tried removing element by element from the CSS and HTML. The problem appears to be the right column. I tried to fix it, and I only got the submit button to unfreeze. My main problem is still there. Help!
