SWF playing very "choppy"

I have a swf that has embedded swfs, the embedded swf contains video.

the header is the embedded swf, both the header and the holder swf are 24 fps, any idea why its so choppy? Any ideas on how to fix it?

I think it would be wise to have a preloader. Once it has loaded it runs fine, but i've got a 512kb connection here and it's pausing a lot. Chuck a preloader on.
