you can, but its not recommended for long-term use. Personal Web Server is really just for testing files locally before you upload them to the web.
There are a whole bunch of issues about using your personal PC for a webserver... security, speed, bandwith, traffic, and I'm sure your ISP will not be happy with all of the bandwidth being soaked up...

no. A personal PC is not a good thing to use for long-term web hosting. You need to get a real server...

I'm saying no. Thats my answer, I don't think anyone here will recommend that you do unless you absolutely 100% know what you are doing. :)

yeah, i do run a webserver on my machine, but i wouldn't actually host a real site on it. specially since it's a windows machine, if you had a linux box it still wouldn't be a good idea, but not as bad :)
windows me does not support running a virtual host with apache, that is, you can only access the server with http://localhost/ , you can't get people to access it through your ip :)

even with all the security in the world i don't think you could be secure on a windows me system.
what if someone manipulates your system registery? or worse introduces trojons or something like that?
a webserver is SAFE and CHEAP .
