I am redesign my fraternity's website and I lack all creativity.
Some elements of the page that still need to be implemented are:
logo and main menu.
I could use your help in trying to come up with ideas for the logo and where main menu should go.

Looks good so far, no real ideas for a logo. But put the menu on the left side so it's 3 column.

Might want to put up a history of the frat. If you want to make it a project, turn it into an interactive timeline of milestones. "Since 1868" implies if even one noteworthy even happens every decade, you still have one heck of a lot more content than what's there.
Why join? Does the frat have a mission or regular activities?

The header is ok, but a little flat. Is it a Las Vegas theme you want for the site?
Other than that, you've really not done anything yet, so the menu could look like whatever and be placed anywhere. You should put some more work into it so we could tell in which direction you're going.

you've picked a vegas theme for the header. Are you aware you now need to stick to this choice throughout the site. Everything has to be jazzy, razzamatazz and all that. Dear god don't go down this road.
My advice would be to design a simple, minimalist, site. Clean, easy to use with a standard navigation option. I think going down the vegas theme is just gonna produce a tacky site. If your design skills are as bad as you say, may I suggest trying to get a designer for free (some will do it just to boost their portfolio - http://www.kirupa.com/forum/forumdisplay.php?f=69) or find a template.
If the site is gonna pay for your design inexperience then maybe you could use it as a learning example to boost your design skills (browse the web, look at agency sites and award distributing sites to get an idea of modern web design, try a few photoshop tuts, learn learn learn) or pass the job onto someone else or buy a template.
This design should die here. Back to the drawing board to be honest. Good luck whatever you decide to do. :)

I like everybody suggestions thanks.
They timeline would be a great feature to have.
I know there is still a ton more content that needs to be put on the site and it is all implemented but there is really no place for the menu bar.
I am a very experienced PHP programmer with no real design experience so I have posted in the Jobs forum that if anybody would like to create a template for me I am willing to pay. Please send me a msg if you are interested. Thanks.

why not just install wordpress or textpattern and use (or modify) one of the supplied templates?

The php and backend isnt the problem. Its the layout and coming up with a logo that I am having all the trouble with.
But I will look into these a little further.
