blur effect....

Does anyone know how to do the blur effect in photoshop 7 like this site...

When it first appears in the flash, the lil strip on top of the photo appears with words on them. I'm trying to do that effect on top of a photo, and i can't get it right. If anyone could help, i'd appreciated it.

If it is the one I am thinking of then it is just Filter/Blur/Guassian Blur

yeah i like it. lol. but if you just wanted a little piece (if oyu dont know htis) select it with the square marquee tool then blur it, and only what was selected will be blured

if you want the flash effect - import both the blurred image and the original one, and use a mask - neat effect- although sometimes overused..
